The University of Glasgow required transport support to produce a BREEAM compliant Transport Assessment and Travel Plan in support of a mixed use (new student residential and ground floor commercial) development at Lilybank Gardens, Glasgow. The site is currently used as a publicly accessible, charged car park (106 spaces). The site is located within a residential area subject to parking controls and access restrictions. The University of Glasgow are currently considering re-developing the existing carpark site into 4-6 storey student accommodation along with some commercial space fronting onto Ashton Lane/ great George lane. It is assumed that the proposed development will largely car free.
The primary challenge associated with the development relates to quantification and management of development parking impacts and access for servicing to the commercial units. The existing parking is open to the public for short duration parking and will result in displaced parking which will require quantification. A number of Traffic Regulatory Orders (TROs) are also in place and some will require alteration.
The development will require to demonstrate compliance with NPF4 policy 13 and 15 and alignment with GCC’s SG11 Sustainable Transport policy.. The development is seeking BREEAM accreditation with the transport aspects contributing towards two BREEAM points.
Our Transport Statement and Travel Plan Framework were developed to address the unique challenges associated with the site and maximised the sites benefits for walking and cycling.
