Study Description

Jewitt and Wilkie Architects are working on a project in Dundee to develop a vacant car showroom in to an unlicensed buffet restaurant. A response has been received from Dundee City Council (DCC) at the pre-planning stage. Due to the site location being adjacent to the A991 trunk road, Transport Scotland (TS) has also provided pre-planning feedback. Taking into account feedback from DCC and TS, Jewitt and Wilkie Architects have requested that a Transport Assessment and a Travel Plan is required.

On reviewing the feedback from DCC and TS, we believe that a Transport Statement should be sufficient instead of a Transport Assessment, as this includes the requested elements such as the swept path assessment and the daily trip generation analysis. We note that this is a commercial development situated on a trunk road that will require dual interaction with both DCC and TS at the scoping stage. We also note the close proximity to a signal controlled junction of East Marketgate / A99, the operational will need to be evidenced within the statement. A development travel plan will also be required to manage staff and visitor numbers.

Our Approach

Following a scoping process with both DCC and TS, we propose to produce a guidance compliant Transport Statement in support of the planned development, along with a Travel Plan
The statement will focus on access, loading, servicing and volume of traffic. Engagement with stakeholders will be necessary to scope and agree on the statement focus and content.
We will provide advice relating to access, loading and servicing layout and advice on an acceptable vehicular access strategy.
We have not included for a Road Safety Audit (RSA) or any traffic surveys.
