The former St Ninians School site is to be redeveloped for social housing. Whilst the proposed development is small at only 42 units, the site is ‘locked’ within a well-established residential estate with only a single vehicular and pedestrian access available. The relocated school is nearby and traffic associated with the school is still present on the development network. The local authority alliance (Ayrshire Roads Alliance) was part of the scoping conversation and set out a clear brief for the preparation of a Transport Statement, Quality Assessment, Framework Travel Plan. Due to external funding pressures, the planning application required to be lodged with a short time frame. The programme was made more tricker noting the imminent school holidays and the early August submission deadline.
Working as part of a multi-disciplinary, multi-organisation design we scoped the assessment with ARA to reduce the assessment requirement from a Transport Assessment to Transport Statement. This negated the need to undertake traffic data collection during the school summer holidays when traffic flows would be unrepresentative of typical conditions. We provided a guidance compliant assessment with a focus on the developments sustainable transport potential and provided accelerated delivery to meet client’s submission programme.
